Measure would prioritize funding for education

The state Senate Ways and Means Committee considered legislation Monday that would ask voters whether to dedicate two thirds of new state revenue for K-12 education, early learning programs and higher education.

New revenue would include existing fund balances, adjusted for any transfers to or from the state general fund and related funds, but exclude constitutional transfers to the Budget Stabilization Account, also known as the Rainy Day Fund.

Senate Bill 5881 — if approved by the Legislature and then by voters — would prioritize funds to support the full continuum of education, from early learning through higher education. The Seattle Times has lead a “3 to 23” education initiative to redefine the state’s duty to educate children between the ages of 3 and 23. President Floyd spoke to the importance of the initiative during an interview with the Seattle Times last year.
