House capital budget unveiled, heard in committee

The House Capital Budget Committee heard testimony on its proposed capital budget Tuesday morning, which provides funds for the WSU Pullman campus to conduct decarbonization planning in the university’s pursuit of compliance with the Climate Commitment Act.

The Pullman campus is considered a covered entity under the new cap and invest decarbonization law. To become compliant, it needs to replace two gas-fired boilers and associated infrastructure that provide heat for the campus. The Senate proposal, released last week, would provide an initial $10 million to begin that effort while the House proposal allocated $3 million to strengthen the university’s planning efforts for the task.

Like the Senate capital budget, the House provides $10 million for a new dairy digester. It did not include the $1 million for minor works preservation work that the Senate did.

WSU testified during the committee hearing asking the House to consider taking the Senate’s funding position during their deliberations on a final capital budget.
